For the most part yes There are a few shops that wouldn’t be but only a couple! The street fair is so fun!!!

I know there's alcohol in the restaurants, but I don't remember if people were walking around with beer (I don't drink it myself). It seems to me that there may have been roped off sections where you could sit with a beer - but because it's wide open with cars coming and going, I doubt that you can carry it with you when you"re in the area.
