Is this walk on concrete or paved ? My elderly Mum (80) needs to be able to walk on it.

You can walk the base which is dirt and it is not steep. However the track to the top is diet and then lots of stairs and quite steep. I doubt your mother would be able to sustain the stairs

On your walk you will see pipi shells embedded in the bank - remnants of a bygone era when Mauao was inhabited by local Maori. When you get off the cruise ship at Pilot Bay it's a 10 min walk on flat terrain to the other end where you can start the base walk. Wear comfortable shoes, take a bottle of water and wind breaker as the sea breeze can be on the cool side in exposed areas.
