I think there's a max of 35 or 40 people, but that's kids and parents.

Yes- if you get on the boat, you have to pay. There is shade and seating in the back.

It runs rain or shine. There is a covered area in the back for adults. The kids are going to get wet anyway during the pirate water fight.
