What is the taller Mountain to the West of the Dynamite trail that looks to be 3000+ ft in elevation? Is that part of the San Tan Mountains, and does it have trails to hike?

Not sure, but I would send a note to the park interpretive office and get a first-hand response.
Are there any camping or other facilities available?

Yes. Many of the Maricopa County Parks have both primitive and developed campsites. Visitors should anticipate a natural setting and bring their own provisions, including water.
