西隆是印度最小的邦之一梅加拉亚邦的首府，同时也是卡西族的聚居地。为东卡希山县的行政中心。西隆是印度人口排名第330名的城市，2011年统计有人口143,007。因为该处高山众多，所以被称作“东方的苏格兰”。 自从英国人于1864年在此设置卡西至詹塔山之间的民政站之后，西隆开始稳步发展并变得重要起来。1874年，阿萨姆省成为了最高专员省，该省首府便设在西隆，因为其不但有位于布拉马普特拉河及苏尔马河谷地之间的便利位置，而且其气候也较热带印度更加凉爽。1947年，印度独立之后，西隆仍然是阿萨姆邦的首府，直到1972年1月21日，梅加拉亚邦从阿萨姆邦独立出来，西隆便成为了梅加拉亚邦之首府，同时，阿萨姆邦的首府迁至古瓦哈提的第斯普尔。
