At 8:09 p.m. on March 9, Louisville Fire crews were called to reports of an apartment building on fire in the 1800 block of South 3rd Street. The law would be named after Kyan Higgins Jr., or KJ, who was found dead in 2021. His mother, who is charged with his death, had been cited for animal neglect leading up to the incident.
