The Twentieth Amendment (Amendment XX) to the United States Constitution moved the beginning and ending of the terms of the president and vice president from March 4 to January 20, and of members of Congress from March 4 to January 3.

The 20th Amendment. The 20th Amendment to the United States Constitution is the decision that all presidential terms, and those of vice presidents, will end at noon on January 20th. In addition to this, it was decided that the date of the start of a term in the Senate would move to January 3rd.

Amendment XX Section 1. The terms of the President and Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3d day of January, of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin.

The 20th Amendment to the Constitution, ratified on January 23, 1933, shortened the timeframe between a president and vice president being elected and taking office. According to the 20th Amendment, Congress must meet once a year.

Amendment Twenty to the Constitution was ratified on January 23, 1933. It changed the original calendar dates for the president and vice president’s terms from March 4 to January 20. For those in Congress, the calendar date was changed from March 4 to January 3, and a backup procedure for what to do if there is no president-elect was defined.

2024年4月23日 · been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission.

The Twentieth Amendment narrowed the gap from sixteen weeks to ten — enough time, reformers assumed, for an orderly but not overlong transition and for a new Congress, seated on January 3, to resolve a deadlocked election or replace (according to procedures set forth by the Amendment) a President-elect who has died before taking office.
