Try removing that TabletHelper from Accessibility using the minus button and reboot, then try to use the tablet and it should hopefully ask you to re-tick the permissions that reappear on the Accessibility and Input Monitoring pages.

I'm pretty sure Wacom added that message to the 6.3 driver like a year ago, well after they stopped updating the 5.3 driver. Can you try the settings app for 5.3 again and check the exact wording of the message?
