If you have been working on the carb, it's likely that is where your problem is. Can you disconnect the fuel line at the carb and let it drain fuel into a container? That will tell you if you are getting a constant supply.

With the valve back in, fuel was even draining steadily from the sediment filter (bulb still removed) without the pump running. After buttoning everything up, my tractor ran for about 2 hours before getting clogged at the tank again.

It is not a power steering tractor so it is not some abnormal loading on the engine. Also, it is more likely to start if the carb is on the downhill side of the tractor when it is parked.
