An Adobe post suggests custom code in the Spaces Plug-in is the reason and points to Microsoft to provide updated API support.

Dial mostly shows as a pair-able device (often have to reset the batteries after a failure).

As it stands right now, my Logitech MX Master is a much better option for custom tools than the dial, and it is also cheaper. Which is frustrating as I am actually using a Surface computer with it, and it should be the most compatible PC out there.
